So more than half of our States have hosted at least 1 NFL game. Barring a miracle that saves the Raiders for Oakland, Nevada will make it 27 States, no later than September 2020.

Of the States that haven't, Alabama and Oregon hosted WFL games. They and Oklahoma hosted USFL games. Hawaii has hosted a majority of the Pro Bowls. I know of preseason exhibition games held in Arkansas, Iowa, Mississippi. Nebraska, Utah and Virginia.

No pro games at all: Alaska, Delaware, Idaho, Kansas, Maine, Montana, New Hampshire, New Mexico, North Dakota, South Dakota, Vermont, West Virginia, Wyoming.

Games have been held in 3 foreign countries: 21 in Britain, all in London, 18 at the new Wembley Stadium (the old Wembley only hosted preseason games), and 3 at Twickenham Stadium, and if the new Tottenham Stadium ever actually opens, it will host games as well; 6 in Canada, all the SkyDome/Rogers Centre; and 3 in Mexico, at Estadio Azteca in Mexico City.
